Ireland's Data Protection Commission (DPC) fined Google €403 million ($462.9 million) after an inquiry launched in February 2020 following complaints from European consumer groups including BEUC. The inquiry, covering the period from GDPR's start on 25 May 2018 to 4 February 2020, examined three features: Web & App Activity, Location History and Location Accuracy. The DPC found Google infringed GDPR on lawfulness and fairness of processing, accountability, transparency, and retaining location data longer than necessary. Google must bring its processing into compliance within six months. Google said the case concerns historical policies and that it has since evolved its practices.アイルランドのData Protection Commission（DPC）は、Googleに4億300万ユーロ、米ドル換算で4億6,290万ドルの制裁金を科しました。BEUCを含む欧州の消費者団体からの申し立てを受け、2020年2月に始めた調査に基づきます。対象期間はGDPRが施行された2018年5月25日から2020年2月4日までで、Web & App Activity、Location History、Location Accuracyの3機能を調べました。DPCは、処理の適法性・公正性、説明責任、透明性、必要な期間を超える位置情報の保持でGDPR違反があったと認定しました。Googleは6か月以内に処理を適法な状態へ改める必要があります。Googleは、今回の件は過去の方針に関するもので、運用はその後変わっていると説明しています。

The DPC said Google's failures meant individuals could have been unaware their location was used to influence them with ads or infer their interests, and could lose control over personal data. BEUC's director general said the decision holds Google accountable but that consumers' rights need to be upheld faster.DPCによると、Googleの不備により、利用者は位置情報が広告による働きかけや関心の推定に使われていることに気付かず、個人データを自ら管理できなくなるおそれがありました。BEUCの事務局長は、今回の判断がGoogleの責任を明確にする一方、消費者の権利はもっと速やかに守られる必要があると述べています。
